Seeing the building's energy efficiency depicted clearly should encourage people to improve the energy efficiency of the buildings in which they live and work. The benefits are two fold. Making improvements will help to reduce Northern Ireland's carbon footprint. With the recent fuel cost increases, buildings that are more energy efficient should also be cheaper to run and be more attractive to prospective owners.
The public sector has also come into the spotlight too because from the end of 2008, larger public buildings have to display energy performance certificates as well.
The set out criteria from the government for phasing in the implementation of Home Information Packs (HIPs) including Energy Certificates on 11 June. Sixty per cent of the market is now covered by HIPs. And the criteria for roll out to the rest of the market are now being met. We will therefore complete the phased roll out by extending coverage to the rest of the market from 15th May 2009.
First time buyers of one and two bedroom homes will be the main ones to benefit from this as they will now get a lot of important information about their new home free of charge. Information such as searches for which would previously had to have paid for will now be included in the HIP paid for by the seller, reducing the costs of the first step onto the property ladder. But all householders will benefit from having detailed information about the energy efficiency of their home, and measures to save on their fuel bills and cut carbon emissions.
Four Hundred 400,000 thousand Energy Performance Certificates have been sent out since the summer. The average rating for a home was an E, and we know that around one-fifth of all homes are likely to get an F or G rating. This means that basic measures could significantly cut both fuel bills and carbon emissions.
The Energy Savings Trust have also estimated that homeowners could also save around £300 a year on fuel bills from implementing the recommendations in the Energy Performance Certificate Survey.Energy Certificates On Time Northern Ireland and their sister company have had a record 1st quarter this year with EPC sales up 50% on the last quarter of 2008.
